I am a Professor of Economics at the University of Manitoba, with a PhD in economics from Washington University. I have held visiting and guest appointments at the Central Bank of Brazil, University of Western Ontario, National Economics University (Hanoi), and Duale Hochschule Baden-Württemberg. Prior to academia I contributed to public policy through roles in Canada’s Accelerated Economist Program (now the Advanced Policy Analyst Program) as well as Finance Canada.

My research examines how institutional structures, economic policy, and conflict shape economic outcomes across countries and populations. This work has appeared in journals such as the Southern Economic Journal, Economic Modelling, Defence and Peace Economics, European Journal of Political Economy, and the American Economic Review P&P.

I currently serve on the executives of the Canadian Development Economics Study Group , the Defence and Security Economics Workshop, and the editorial boards of Defence and Peace Economics and the Journal of Economics, Race, and Policy.
